Concerns about the effect of carbon dioxide on climate change have prompted governments to consider restrictions on emissions from industries. A cap and trade program would place a cap on nationwide emissions of greenhouse gases, and require industries and energy companies to purchase emissions certificates to continue operations.
These certificates would then be traded on an open market, allowing companies to purchase or sell credits based on their need for emissions. The number of certificates available would decrease over time in an attempt to gradually reduce emissions. Profits from the program would be returned to vulnerable companies and consumers, and invested in alternative energy technologies.
