• Direct staff to come back with language providing consideration for facilities currently at BACT. (similar to the current San Joachim Valley AQMD rule).
• Part of Campbell’s motion, which was agreed to by the board, was to eliminate Option “B” (a convoluted and impossible alternative to the simple 2010 Option A baseline). In place of Option “B,” change the baseline averaging look back to a (2 consecutive years in the past 10 years) The remaining aspects of Option “B,” i.e. discounting emission amounts by the various rules that went into effect after the two years are selected, still need clarification.
